The 39 Minutes campaign is focused on spreading public awareness about the tragic death of 17-year-old Cedric “CJ” Lofton in 2021 after being held in a prone restraint for 39 minutes. We are seeking retribution for CJ’s family, safer practices in juvenile detention, and systemic change.

What is a prone restraint?

A prone restraint is a physical intervention where an individual is held face-down on the ground with their arms and legs pinned. These restraints are often used to control behavior despite the significant safety risks they pose. Prone restraints begin with a “take-down.” The victim is then turned face-down and has their arms and legs secured. Prone restraints can lead to severe injury or death due to respiratory distress and are considered a dangerous and inhumane method of behavior control.
